WRANGELL Being a city or borough manager anywhere carries a lot of responsibilities. Tim Rooney knew that when he signed on to become the Wrangell's next borough manger last June. The former Owasso, Oklahoma, assistant city administrator had his work cut out for him when he got to work last Tuesday. KSTK's Tony Gorman has more on Rooney's first week on the job.
