WRANGELL The City of Angoon has been riding high for the past several months. Earlier this year, the municipality was able to beat out Wrangell and Petersburg in a random drawing to have the Federal Energy Regulatory Commission look at its application for a preliminary permit to study and develop hydropower at Ruth Lake. Last week, Angoon scored another victory when it was awarded the permit. The decision hasn't come without controversy. Petersburg announced, earlier this week, that it will appeal the decision.
