
Wrangell’s borough government has been working towards adding a new chapter on micromobility devices to the municipal code for a couple of months now. Wrangell youth often ride the devices, also known as e-scooters and e-bikes, around town.
At a special assembly meeting on Monday, community members will be able to share their points of view at the public hearing.
Previously, Wrangellites have shared mixed opinions on adding restrictions to the devices. Some who are for it fear there will be a fatality or serious injury involving a vehicle, as many riders don’t know the rules of the road.
Others who oppose the restriction have said operators should have the freedom to ride their device, as it’s a reliable form of transportation.
Assembly members amended age requirement
Assembly members earlier this month amended the proposed law for an age requirement from 14 years-old to 12.
The proposal requires riders to have a valid driver’s license, learner’s permit or a locally issued micromobility device permit.
Riders under 18 will have to wear a helmet and every device will need safety devices, like brakes, an owner label with contact info, a bell and more.
Riders also must follow the posted speed limits and traffic laws that motor vehicles also follow. Additionally, they need to park the devices without obstructing property, pedestrians and traffic.
Another mandate the city would enforce is allowing only one rider per e-scooter. Law enforcement would impound the if a rider violates the law. Additionally, parents and guardians could be held liable if minors break the law. Violations may lead to fines up to $500, devices could be impounded and if not claimed after 30 days of impoundment would be considered abandoned. The assembly will also discuss minor offense fees in relation to micromobility devices.
