The Wrangell Borough Assembly will consider approving a proposal that would create nine residential lots out of a 3.28-acre vacant parcel. 

Southeast Alaska Regional Health Consortium owns the property and wants to build housing for its employees. The proposal is for duplex and single-family dwellings. 

The design would incorporate stormwater infrastructure, utilities, shared access and coordinated maintenance that aligns with Wrangell’s municipal code. Additionally, there would be fire hydrants at three locations in the easement.

Taxing leased borough-owned property

The assembly plans to also discuss adding a section on the municipal code that would enforce taxing those who lease borough-owned property, including tidelands. Borough officials said this amendment aligns “with state law and supports equitable taxation of property” within the borough.

Additionally, the borough will consider repealing two resolutions involving a utility project – the McKinnon Street Water Utility Replacement Project. Back in August, the assembly approved the application for two loans for the project, but the borough needs additional funds to proceed, so they have to reapply. 

One of the loans was from the Alaska Drinking Water State Revolving Loan Program, which had approved funds to replace 280 feet of a six-inch asbestos-cement water main. 

The original loan application was for $315,719 but the borough is now asking for $472,865. 

The additional funds needed reflect current prices from another recent similar project on St. Michaels Street. The city would repay the loan over the next 20 years from the water fund reserves.

The other loan that would also be repealed is from the Alaska Clean Water State Revolving Loan Program. This would include rehabilitating 280-feet of a 12-inch gravity sewer main, equipment and by-pass pumping. An additional $173,817 is needed, making the new loan request $464,729. This loan would be repaid within 20 years from the sewer fund reserves.

The Wrangell Borough Assembly will hold its meeting on Wednesday, Nov. 12 at 6 p.m. in the Borough Assembly Chambers at Wrangell City Hall.
